It's probably a manufacturing issue with registration when applying the gold foil printing. It happens more than you think. In the early days some people would argue to make them separate issues but these days I don't normally do that unless there is something else different between the cards. I would personally collect them both but then I collect all sorts of variations that other collectors ignore.
