Here's a link to a news article about how Colorado casino customers are being prosecuted for playing abandoned slot credits --- credits left in machines, found TITO tickets or chips, etc. Under Colorado law the casino owns lost, forgotten or abandoned "property" inside their establishments. In one case it was a $250 fine plus other "expenses" and community service, not to mention having a criminal record all over playing $2 left in a machine.
