Disney World has an interactive game that guests can play at Epcot. Disney lends them a special Verizon phone that connects to the game. It's a typical cell phone, but programmed to perform only that one function.

I don't know how cost-efficient it is, but I suppose there are a lot of used phones with no real commercial value available.
