The top card with "A Service For Preferred Guests" in grey I assume is the first issue.

The bottom card on left has "raised printing" and "A Service" in green.
Is this the 2nd issue that is considered "V Rare"?
The bottom card on right has "normal printing", with arrows, 5th issue.

Is this how you distinguish raised from normal?
