Regular room keys are usually ordered in quite large quantities (I'm referring to LV/AC large casinos). A typical order would be 100,000 - 250,000 per shipment, with their annual contracts sometimes running over 1MM cards. Most indian casinos ordered 25,000-50,000 at a time and that would last them well over a year. The indian casinos were great about re-using their cards - which they should since they aren't easily recycled.
For convention/limited cards, it really would depend on the size of the convention, the length of the casino promotion, etc. Could be as small as 1,000 cards and as high as 5-10,000 or more. I'd expect some of the boxing-related issued that a casino might promote for a month or so would have even higher numbers.
There are some that do have even lower quantities, but would usually use an alternate form of manufacturing the cards that doesn't quite yield the quality of a high-run print job. I know Palms did a few that were very low run that we ganged into their other key runs to get their pricing down on the short runs. Usually this can't be done for convention cards, as it becomes a timing issue.
