That statement does not expressly prohibit the use of reinforcement tape. It only stipulates that the contents must remain within the confines of the envelope when the flap is folded over.

I reinforce all the time, and I use their tape to do it! And they hand-deliver that tape to me personally. When at the counter and mailing a Priority package, I just ask for another roll when I am low!
