Postal clerk and her supervisor claims the only envelopes that they have in stock are the 2008 issue and if a customer presents a package in that 2008 flat rate envelope, the "no-tape" provision will apply. I countered that obviously the regulation has been changed since the newer flat rate shipping envelopes do not have that stipulation printed on them. Her reply; "Rules are rules ... those are the envelopes that were provided to me by USPS".
