When I wasn't looking (it looks like July of this year to be exact), they slid that change to charging the final value fee on shipping into the mix. Honestly, I'm not surprised since it forced them to police things and make a decision on if they were being cheated out of their fees or not (which they probably figured was the case 99.99999999% of the time in their view ).

I bought one of those big boxes full of padded envelopes awhile back. I had the joy of bringing the remaining stack along with me on the recent move. They do take up a lot of space.
