From my desk, it's the total price into a collection, regardless of the components of the price. Free shipping is just as silly as $2.50 shipping -- when has shipping ever really been free? I doubt anyone would complain if I offered some keys for free with a $2.50 shipping charge because it would still be a great deal. Hey, there's a thought...
People shouldn't be discouraged from selling things because it just lessens someones chance of adding to their collection -- just don't buy from someone who has sales practices you don't agree with. Years ago, I quit buying Xerox Ventura Publisher software because the upgrade cost, although a deal at $25, also had a $25 shipping charge. Spinning things negatively only drives people away (I speak of this from personal experience). If there had been a rare jewel in the scans that were posted, I'm certain there would have been people fighting to buy it.
