These were given to diamond members to access a gate in their parking lot.
I don't know if Harvey's (Lake Tahoe) still uses theirs.

Harrahs Rincon, San Diego (prefix 135) doesn't use theirs any more.
Their Diamond/Seven Stars lot gate is always up, so anyone can drive in.
They only handed these cards out for one year.
