Ron, My best guess is that Dotty's does not own their machines. You can run a bar or a 7-11 etc. with a RESTRICTED license. That means you as the building owner have no say in the machines that are put in (by, say a route company) and have no acess to the machines, etc. There was a limit of 15 machines per place, but that amount may or may not have been altered slightly. For UNrestricted licences (which you must have in order to have table games or more than 15 machines) you do have to put up $250,000 for the background investigation. The paperwork involved would choke a team of horses. A Nevada gaming license is obviously very valuable and is not given out lightly. That's a fact!
