Dotty's and other bars have restricted gaming licenses. There are no table games and a limit on the number of slots. If you want to try for an unrestricted license, my understanding is that you would have to put up $250,000 (non-refundable) just for the investigation! Getting the unrestricted license nowadays is next to impossible for an individual without serious political connections.
