Since Harrah's rebranded the property in Jan 2002 and Harrah's Council Bluffs did not issue a Game of Life card I am going to venture that this card could be a rare find.

A fairly new Harrah's customer who opened an account at Council Bluffs would have to visit another Harrah's property at the time the card was being issued and then this card would have to get into the collectors market.
