You will get a different answer from everyone on this issue. In short the answer is collect the way you want to collect them.
My preference is by design, color, wording variation, Mfrg mark and location if it is indicated by other than the account number. I do not collect by the first 3 digits nor do I consider the card to be "from" a particular location based on those 3 digits.
You will find many people that do collect according to the first 3 digits and some do consider them to be from a location based on the number.
As your example shows, your card is from Bluff's Run regardless of the account number. Enjoy collecting.
