I believe the Pechanga Casino incident to be an isolated event. However, just like many credit cards, nearly all slot club cards are stated to be the "property" of the casino and subject to recall at any time.
I suspect that they do this in the event that they want to relieve anyone of a card while that person is on their premises.
Here in Tucson, AZ, a local casino (also Indian) soon after starting a slot card program began recording the names of people who asked that cards be re-issued.
I was one of those people. I told them that I will always ask for new cards, and will continue to do so, each and every time I play there because each time I leave I throw the cards away. When they asked why, I said that I throw the cards a way because I don't want my wife or kids to know that I visit the casino.
After a few weeks they stopped making records of re-issued cards. However, I believe that they stopped doing it because the costs for making the records and even checking them were more than the costs to just re-issue a card or two.
I suspect that Pechanga will go broke trying to track eBay sellers of their slot cards.
In the meantime, there are millions of other cards out there that are just waiting to be collected. You will be welcomed at anytime to any of the several card/key collecting organizations, as highlighted in the Banner ads of this wonderful site.
Lastly, although we encourage your membership, there is no requirement to be a member to post on this BBS. I would hope that we treat all visitors to this site with equality and respect. Your question was valid, member or not.
