Jim,
I would suggest that you (perhaps withy some input from others) decide on an Election Date. Then, make a listing available to the members of who the members are and then accept nominations. Nominations must be of members and must be made by members. Also, each nomination must be seconded by a member.
For the first election I suggest that the call for nominations be un-affiliated to specific Officer positions. Instead, look for 5 or more individual nominations. The ballots will then list all nominees and the electorate will be limited to voting for only four.
The top four vote getters will then be the Chapter Officers, whose first order of business is to determine who among them should hold which position.
You can also set up this first set of Officers as a provisional set of Officers. Instead of a two-year term, it can be a one-year term where their focus is on setting up the Chapter and developing a more thorough election process.
Just some suggestions, and I am certain that there are many other ways of doing the same thing.
BTW-You may want to set-up an Election Chairperson to oversee/manage the election process.
