I have a suggestion......

Without being a Chapter of the CC&GTCC, the CC&GTCC Code of Ethics (although a good set) does not have applicability here that can be tied to membership (or the ability to continue membership). Additionally, the PACK cannot invoke the CC&GTCC's "inquiry" process, whereby a member files a complaint to the Board, who in turn refer the case to Jim Reilly for an opinion/recommendation, which is then handed out by the Board.

One ready made remedy is to file for Chapter membership. In doing so, the PACK Chapter will have to accept the CC&GTCC's Code of Ethics and will then be able to refer the matter to the CC&GTCC Board.

Another possible solution is that PACK can appoint an Ombudsman to be their representative for such matters. The Ombudsman would be an individual who can be contacted by any member (in complete confidence) and apprised of any situation. The Ombudsman will perform an inquiry into the matter and then make their own decision as to what to do.

If this means telling the reporting individual that there is no merit to the claim, or even in the case of merit, that it might be in everyones best interest to drop it. OR, in finding merit, advise the offender of the situation and that he/she "must do the right thing." This of course means giving advise and counsel to the offender as to what the "right thing" might be, but none the less if the recommendations are not followed, then the Ombudsman is free to apprise the collecting community of his/her findings and actions.

An effective Ombudsman is a volunteer to the position, and should be someone who has experience in such matters. I work for a large aerospace firm and not unlike many, many companies we have an Ethics Ombudsman. He/she is paid by the company but all reports by employees are not disclosed to the Company. Through an investigative process the Ombudsman determines if there is merit to the situation. If not, he/she tells the reporting individual, "no soap". If there is merit, he/she advises the Company to make a correction, and still does not disclose the name of the individual(s) making the report.

Until the PACK incorporates a Code of Ethics, that is tied to "membership in good standing", then current dues is the only requirement of membership, and there are no offenses for membership referal.

Again, converting PACK to a Chapter of the CC&GTCC does have merit and although I would not lead the charge, I support the thought by others that perhaps this would be a good thing.
