I can shed some light on this issue. Yes, they ran out of cards, and someone in "upper management" hasn't made the decision on whether or not to change the design (and what the new one would be). So, to keep them running, they could either issue blank cards, or use these "generic" cards, which are actually room key cards.

It looks like they are leaning towards making new cards, and getting rid of the balloons for now.
