#1 - That card/key is a commemorative souvenier of the convention - it wasn't actually used for any purpose.
#2 - The Trop key was to be issued to guests at the Tropicana the weekend of the convention. It is my understanding that they were never issued because the manufacturer put the magnetic stripe in the wrong location - so they were handed out by the club at the convention (in the 'goodie bags').
#3 - Sounds like you are decribing the blue temporary card that my company offers to many casinos when they run out of their regular card. It's light blue with triangular arrows pointing to the left. Many casinos have used this 'temp' card - only some put the casinos name on it (Wheeling Downs, Chumash, etc.), while most just put the player's name/number on it.
