George has emailed me and has explained what he attempted to do by inserting EXTRA uncommon California Keys into the RR so that others down the line would have a chance at obtaining one after the first one was removed. He received 169 keys from Ron and mailed out 173 to Len after swapping 14 keys... hoping that others along the route would add to the total so that Ron would wind up with some extra keys when the RR was returned to him.

Unfortunately, he didn't note his intentions in the comments section when the RR was forwarded to the next recipient.

Sometimes things aren't what they appear to be on the surface. I'm sorry that I drew the wrong conclusion George.
