The seller did offer a refund, if I returned them.....wasn't worth the $1.99 for all the hassle. I just politely informed him that if he plans on selling cards in the future that he might not want to mail them in a plain envelope, encasing them in tape. Just another lesson learned by me--NOTE TO SELF: Remember to put the note in the paypal message box. LOL
