With 64¢ postage, the clerk correctly charged 44¢ for a 1 oz. first class letter and added a 20¢ "non-machinable" surcharge. It appears the clerk made two mistakes...
- neglected to include the "non-machinable" endorsement.
- dispatched it with raw letters instead of small parcels.
Insurance would require an item be mailed in a bubble mailer
(or similar) and sent as a small package.
